Many high-ranking Sith take multiple apprentices in a far more cutthroat approach to the merit adoptive system, but Jadus has had only had one, to general knowledge. It is unclear whether this arrangement is still extant.
Despite the lack of information, pictures and holos up to ten years old are easy enough to find. None show his face. He has a devoted following among a certain subset of Imperial citizens, due to controvertial public statements. The political views attributed to him are radical by Sith standards: non-Human/Pureblood citizenship, some form of resource distribution between Sith and Imperials, etc. In fact, his policies are part of why I wasn't the only chiss in my training cohort. House Sabosen is currently hoarding positions in the Secret Police, so Intelligence's openness to non-Humans leaves it attractive to those of us without Ruling or prominent family names.
That is not to say that Jadus can be expected to have sympathy for anyone, especially chiss. He is Human. He is a Sith. He likely has decided that non-Humans are a valuable resource to be exploited in intelligence work, rather than equal or superior beings. And Sith are notoriously volatile, even compared to most humans. If he is monitoring this operation, then I have even more incentive to aproach this professionally and cleanly, especially in easily accessible material sent to the home office.

Identified by Intelligence as posessing pro-Imperial sentiments, and that seems to bear out in his spontaneous comments: he likes more orderly business than Nem'ro. He also says he's worked with Nem'ro since the Hutt killed Javis' gang when the Human was 13 (~8 equivalent). It's unclear whether Javis still holds any traumatic memories or ill will from the event, or if he is sufficiently maladjusted to have emotionally abandoned his former allies.
He may be failing to retain favor, but he has significant history in Jiguuna and will have contacts and local knowledge. Remaining consistent in taking supporting actions in the area will be important: he is likely to find out much of it.

It seems I won't have to worry about much direct attention from the Hutt while he's emotionally distracted. But if Javis is right, his impulsive rage may lead to extreme complications nontheless. Thus, this operation is now time-sensitive.

This is by far the biggest nuisance. Karrels Javis is my immediate target for influence, but Nem'ro must sign off on all major decisions, and thus his feelings on the matter are what counts. Nem'ro must either be made to think of the Empire as exploitable and a boon to his own self-interest, or he must be kept vulnerable to a point that he desires foreign allies. The former would likely require more resources than I presently have, and the latter carries the danger that he may lash out at Fa'athra to a degree that damages the actual Imperial objectives in the region: its mining and industrial capacity.
There are few things more tiresome than a Human that thinks they're better. They are not. They are simply common to the point where one of them will eventually blunder into victory. It takes no skill to be prolific, any more than a fungus has great plans and ambitions when it spreads over a stump.
Still, it is a weakness to exploit. Being chiss complicates the process of course, but I can still describe the Empire in terms that will appeal to him. Complaints about personal treatment by Imperial Humans may have their use.
As previously covered, I don't think Toth'lazhen's strategy for personal status gain has long-term stability. But it only needs to last long enough, to either sink my mission or act as a back-up. Given that killing him would likely unbalance Nem'ro, keeping Toth'lazhen contained and minimizing any anatonistic feelings toward the Red Blade will be necessary.
Keeper may be my immediate superior, but Jadus oversees the entirety of the Intelligence bureau. He is ultimately the one who decides the success of my career--more than that, given the legal latitude given to Sith in the Empire. While this operation is obviously the work of more than just myself, I am playing a role that could ensure or doom the entire thing.
Thus, I am not simply sculpting my behavior to manipulate my targets, nor to perform to Keeper's expectations. It is known what Jadus considers most expedient, and suitable for his public statements. But it is unclear what he actually approves of. For lack of insight on this, I will have to follow public cues. Take the most efficient route, use whoever is needed to get the job done, and do not expose the operation in any way. The ideal operation is an undiscovered one.
I cannot decide whether I am thankful for my lack of experience with Force-afflicted chiss, or whether it would have been better to have such a reference point now that I am employed by the Empire. Perhaps chiss who are affected behave in a uniquely chiss way. Perhaps they are drawn to the same combative behavior as Sith and Jedi. I do not know. I suppose in the end, I'm simply relieved to know that when I eventually return home, I will not have to deal with any of them.
