Taken from files written by an Imperial Intelligence field agent. Each entry is encrypted twice: The first layer containing personal after-action reports and planning documents in Basic, the second containing personal commentary and annotation in an Ac'siel Shallow Districts dialect of Cheunh.

Cover to be established. Maintaining low profile until identity is received.

The need for care and discretion extends far beyond the operation at hand. The Empire in particular--as training demonstrated handily--is known for its uninformed opinions regarding outsiders. This presents a logical problem: I intend to pass relatively unnoticed, which is usually bolstered by professional behavior mixed with minimal identifiable personality. But at the same time, it may raise Human suspicion due to preconceptions of chiss behavior. Humans see emotional maturity as coldness and inscrutability. They believe individual chiss hold a greater propensity towards detailed, professional work, but they trust us less than their fellow Humans.

Striking a balance may be difficult, but carrying out this assignment in an orderly manner with minimal flair will be a first step.

The emotional restraint of my handler is promising. Compared to many Humans, his demeanor seems sane. Unfortunately, he is still as difficult to read as any of them. Further analysis is withheld until more data is collected.

I only know what the briefing provided on this one thus far, supplemented with as much research as was safe on low-security terminals. He seems to be the archetypal Hutt gangster, but that is no cause for carelessness. The Hutts directly control a substantial portion of the Galaxy, and exert economic influence over an even larger sphere. They are physically grotesque and prone to vulgar displays of power and wealth. And they are smart. The Ascendancy is frankly fortunate to have limited contact with alien forces. By what record is available, the Hutt Cartel is far more ruthlessly exploitative than even the most self-interested Families.

Hutts are convinced of the superiority of their species, and of personal superiority over others. Challenges to this are taken poorly. Weakness is taken advantage of. If I'm forced to directly interact with Nem'ro, this must be kept in mind. Avoid offense and deference both. Further species analysis below in WARNINGS AND RECOMMENDATIONS.

One further note: Hutt naming conventions would normally stipulate that Hutt refer to themselves by a public name, rather than their clan name or personal surname. But this Hutt is referred to by his clan name Nem'ro, not his public name, Suudaa. The meaning of this is unclear, and my intel packet did not provide any information on this. Perhaps he is without other clan members, or considers himself the avatar of his clan's power.

===WARNINGS AND RECOMMENDATIONS===

Review Jiguuna history and known factions.

Very little was provided in the standard intel package, but through local research I have managed to acquire more as a supplementary.

Jiguuna presently acts as a processing and distribution point for shvash gas, narcotics, and weapons. The town was founded ~400 years ago by Bakuush the Hutt, to serve as his headquarters and a transit port for local mining and factory output. ~200 years ago Bakuush died (reported as accidental death to machinery), leaving a power vacuum. No Hutt was able to reestablish control, and a succession of non-Hutt factions controlled the area.

Forty years ago, Suudaa Nem'ro declared himself ruler of Jiguuna. Local violence has transitioned from small-scale power struggles to region-wide gang war and competition between Hutts. The closest stronghold belongs to the Fa'athra clan, established within Jiguuna's exploitation zone. Tensions are at a historical high point.


↳ Jiguuna is a contested area. Opposing Hutt Cartel factions, independent gangs are in active conflict. New arrivals are expected to be targeted.

Again, there are unfortunate downsides to being chiss in this setting. Intelligence work is best done when an agent is able to blend into the background and go unnoticed. While borders have never been more open, the number of fellow chiss in alien space is low. There are few other species we can be mistaken for. We stand out--I stand out in particular. The wound has healed, but without concealing makeup or cosmetic surgery, I will be stuck with a massive identifying mark on my face for the rest of my tenure. Presently I have limited supplies for the former, and I don't trust alien doctors to have the necessary skill. Returning to Ascendancy space to fix this is out of the question as well. I won't have leave time enough to do it, and I would most certainly be debriefed by the Secret Police upon arrival. I am not ready for that yet. The personal and professional risks involved are too great.

My only consolation is that the mud-sucking lout responsible didn't survive to graduation.


Review Hutt culture and psychology

As expected, Hutt culture has shifted drastically over recorded history. The one unifying factor appears to be a belief in Hutt supremacy, and the morality of total exploitation of other species. While there are some outlier individuals, Hutt culture has remained under relatively centralized control for much of their galactic history. Combined with their thousand-year lifespans, this means their traditional views are likely to hold with any given individual. Their relations to each other may change, as do their methods of exerting control over others, but these principles of exploitation remain. Trust no deals or gifts from a Hutt or their proxies.

When Hutts reach high status, they are expected to outwardly withdraw from the details of business and conflict. Conspicuous consumption to the point of physical and mental atrophy are considered ideal. However, this does not mean that the organization built around the Hutt will not continue to act with vicious and cutthroat behavior. It simply shifts these duties to their non-Hutt advisors, who have acclimated to Hutt society.

Hutts ascend in power by any means necessary, then maintain inertia via slow expansion and accumulation of wealth, subverting and subjugating others. The principle of conspicuous consumption and belief in personal superiority maintains many in a constant state of expanding their holdings and exploiting others to achieve these goals. Hutts will maintain small family clans, each of which run an organization called a kajidic, controlled by a single clan head known as a Kajidi.

At present, the Hutts are ruled by a Grand Council, the proceedings of which are kept secret. Membership is limited to clans with especially ancient lineage, like miniature versions of our own Ruling Families. The Hutt Cartel acts as the organizing force in Hutt galactic affairs, with its Grand Mogul drawn from any background. The Cartel has been responsible for major tactical shifts in Hutt engagement with galactic affairs, including the mass movement away from Republic-sanctioned business to illicit trade in the past 400 years as the latter became more profitable.

The Grand Council and Hutt Cartel maintain some laws to regulate the nature of Hutt exploitation: "business" is to be separate from "politics", with the latter nebulously defined as any appeal to or alliance with forces outside Hutt control, for the purposes of attacking another Hutt's holdings. This means that they have outwardly taken no side in the ongoing tensions between the Empire and Republic. However, it should be noted that the Republic counts a Hutt as one of their most beloved former Supreme Chancellors.

Hutts previously followed a theistic religion, which was largely abandoned after the destruction of their original homeworld, Varl. Most Hutts with religious leanings now follow a philosophy of Autotheism: that their supreme gods were not as worthy as they are now, because they died with Varl. These Hutts promulgate the belief that Hutts themselves are deific beings. In some client species, this religion has actually taken root. Fortunately for the galaxy, Hutts have normal prevalence of Force affliction, and thus are broadly incapable of mind control or precognition. They are also largely immune to the Force's effects.

When studying topics like these, I find myself once again glad to be chiss. We are not perfect, but so many other species have been defined by Hutt influence, either by direct subjugation or by seeking shelter in the Galactic Republic. And of course, our traditions are incompatible with something so viscerally unnerving as Hutt-worship. No chiss will ever mistake a Hutt for the Red Flame.

The briefing files on Hutta mentioned the Jiguuna area was low-lying marshland. It mentioned the dominance of chemical extraction and processing as economic drivers. Academically, it was clear that the air would have an unpleasant scent.

This planet reeks on a level that is difficult to describe. Training of course included an emphasis on desensitization in all forms, including odor. With the amount of offal and sulfurous compounds the instructors tossed us into, was a miracle my sense of smell recovered. Unfortunately, Hutta might finish it off. But unless my cover ends up being something dignified--unlikely, by my estimation--a physiologically sane reaction to the smell will compromise me.

Furthermore, the toxic mud that cakes this place has a remarkable ability to climb the inner leg if one isn't careful about their stride. Even if I'm mindful about it, I'm still going to need a new pair of trousers soon enough. Preferably something absolutely water-tight.
